Step 1: After physical document verification, the West Bengal Medical Counselling Committee prepares the State Merit List. This list includes only those candidates whose documents have been successfully verified.

Step 3: The automated system will process the application based on the following criteria:
- The candidate’s State Merit Rank.
- The Category/Quota of the candidate (SC, ST, OBC, In-Service, PwD, etc.).
- The Order of Preference.
Step 4: The system will first try to fill the candidate’s seat under the Open/Unreserved (UR) Category. If the candidate’s rank does not qualify under the UR Category, the system will try to fill the seat under the Reserved Category (SC/ST/OBC/EWS).
Step 5: The provisional allotment list will be available on the official website. The candidate needs to log in to download their Individual Allotment Letter.
Step 6: After the seat allotment, the candidate has three options:
- Accept and Freeze: The candidate can choose this option if he wants to join the college.
- Accept and Upgrade: The candidate can choose this option if he wants to join the college and choose "Yes" for upgradation.
- Non-Joining (Round 1 only): The candidate can choose this option if he wants to use the "Free Exit" option and appear for the next round.
Step 7: The candidate needs to report to the principal of the allotted college along with the Allotment Letter and Original Documents. The college authority will verify the documents and after checking the medical fitness, the Server-Generated Admission Slip will be generated.

|
Feature |
Statutory Guidelines & Rules |
Round 1 Exit (Free Exit) |
Candidates allotted a seat in Round 1 who do not report or join the institution are granted a Free Exit. The security deposit is not forfeited and they remain eligible for Round 2 without fresh registration. |
Upgradation Policy |
Upgradation is permitted from Round 1 to Round 2 and from Round 2 to Round 3. Candidates must physically report to the initially allotted college, complete admission formalities and submit Willingness for Upgradation on the portal. |
Exit with Forfeiture |
Applicable if a candidate is allotted a seat in Round 2 or subsequent rounds and fails to join. In such cases, the security deposit is forfeited and the candidate must register and pay the fee again to participate in further rounds. |
Forfeiture of Security Deposit |
The deposit is forfeited if: 1. A seat is allotted in Round 2/3/Stray and the candidate does not join. 2. The candidate provides fraudulent documents during verification. 3. A candidate resigns from a joint Round 2 seat. |
Exit after Round 2 Joining |
Once a candidate joins a seat in Round 2 or later, they are generally ineligible to resign or participate in further counselling rounds (State or All India). Resignation at this stage attracts the Discontinuation Bond penalty. |
Stray Vacancy Round Rules |
No Free Exit is permitted. If a seat is allotted in the Online Stray Vacancy Round, the candidate must join. Failure to do so results in forfeiture of the deposit and debarment from the NEET PG exam for the following academic year. |

Common Mistakes to Avoid in West Bengal NEET PG Counselling
- It is important to note that the candidates must ensure that they are eligible for the specific eligibility criteria of the State Quota (SQ). Non-domicile candidates are eligible for Management Quota seats in private institutions.
- Unlike the All India Quota, the candidates of West Bengal are required to undergo mandatory physical document verification in the centres designated by the government (for example, IPGMER). If the candidates are not present in the session, they will not be allowed to attend the counselling.
- In-service candidates belonging to WBMES, WBHS and WBPHAS must have a valid Trainee Reserve certificate. If the candidates apply for the 40% reserved service quota without fulfilling the required years of service and proper certification, their applications will be rejected.
- It is not advisable to limit the choices to fewer institutions with higher cutoffs. A wide range of colleges should be chosen to cover the annual fluctuations in the ranks and shifts in the categories.
Expert Tips for Candidates in West Bengal NEET PG Counselling
- All certificates, mark sheets, ID proofs and the NEET PG scorecard should be kept ready in hand to avoid last-minute confusion.
- The official counselling dates and deadlines should be adhered to. Non-adherence may result in the cancellation of the counselling.
- Care should be taken in analysing the seat matrix to make better decisions in counselling.
- Colleges and specialities should be chosen according to the goal of the career. Choices should be filled strategically to have a higher chance of securing a seat in a desired college or speciality.
- Be prepared to opt for alternative colleges or branches in case of non-availability of first preferences to continue academic progress.
- Official notifications and information posted only on the official counselling website should be referred to.
