NMC Revised PwBD Admission Guidelines for MBBS 2026; Candidates Must Know Key Changes

National Medical Commission (NMC) has revised guidelines to evaluate Persons with Benchmark Disabilities (PwBD) candidates who wish to apply for MBBS admissions through National Eligibility cum Entrance Test UG 2026 examination. The new guidelines have been announced nearly two weeks after declaration of NEET UG 2026 result. Under the revised guidelines, NMC aims at bringing transparency, structure and inclusiveness in assessment of PwBD candidates. This revised guideline provides less importance to disability and its extent whereas more focus has been placed on assessing functional capacity of aspirants for systematically studying MBBS. One of the most important changes that have been brought by authority is that new system of evaluation will be based on ability. Previously, eligibility used to be decided on basis of disability category and its percentage which has been approved by medical authorities. As per new rules, special medical boards will evaluate students' functional competence to take up and complete MBBS program.

NMC Makes Written Explanation Mandatory for PwBD Rejections

A new transparency rule by National Medical Commission has been applied to PwBD candidates who wish to study MBBS. In case of a declaration of non eligibility of candidate, the medical board should now give an explanation in writing.

NMC Asks Medical Colleges to Set Up Enabling Units

NMC has instructed medical colleges to form Enabling Units for benchmark group of disabled students. The purpose of these units is to support process of providing reasonable accommodation, academic counseling, access facilities and many other forms of assistance.

Expected Impact on NEET UG 2026 Counselling

As the guidelines have already been published before counselling, students can now be evaluated according to new competency-based model. It is expected that medical boards and medical colleges will follow the latest guidelines in determining eligibility of PwBD for MBBS seats.
