47000 Foreign Students Missing in Canada

Canada's immigration agency, Immigration, Refugees and Citizenship Canada (IRCC), recently revealed that 47,000 international students in the country have been classified as "non-compliant." This means that these students are not regularly attending educational institutions in accordance with the terms of their study permits.

Ayesha Zafar, head of Migration Integrity, told a House of Commons committee that many of these students may have violated the terms of their visas and are currently residing in Canada illegally. This statement was published by the National Post quoting Zafar. Zafar also explained that while this concern has been observed among students from many countries, India tops the list, with the highest number of non-compliance cases.

Canada’s Student Visa Oversight Faces Challenges

IRCC officials have acknowledged that there are serious flaws in the monitoring system. If an educational institution is unable to report absent students, there is no clear or effective system to evaluate such cases. Ayesha Zafar also accepted that determining the actual number of non-compliant international applicants is challenging, as the authority for such investigations falls under the Canada Border Services Agency (CBSA).


Migration Integrity Chief Ayesha Zafar admitted that determining the exact figure of such students remains a challenge, as the Canada Border Services Agency (CBSA) is responsible for in-country screening. According to data released by IRCC in the spring of 2024, approximately 50,000 foreign students were declared "absent" by their educational institutions. Of these, approximately 20,000 were from India, while more than 4,200 were from China.

The revelation comes at a time when questions are being raised about the effectiveness of Canada's foreign student monitoring system. This concern is especially pressing as the country's higher education system and labor market are now more dependent on overseas students than ever before.
